Zdeněk Streubel, Baloo, was born on the 13th of June 1931 in Police nad Metují, where he spent his childhood years and where he joined the local Cub Scout pack. During the war, he and his friends formed the Young Herald Club of Policean Cliff Protectors, a Scouting group that lasted throughout the following years. After the war Streubel returned to the Scout troop in Police nad Metují, before moving to Broumov, where he helped found the 5th Troop Olivětín (the name of a part of Broumov - transl.). The troop made itself an excellent reputation in Broumov and the surrounding area. In 1950 the Scout Movement was banned; after completing his university studies Zdeněk Streubel tried to organise three more camps under the Pioneer organisation with children from the Broumov school. He became mayor of Broumov after the Velvet Revolution.
