František Innemann was born in Františkovy Lázně on 29 December 1947 to Anna and František Innemanns. Due to an unstable family background, he lived in several locations and attended several schools as a child. Following primary school, he trained for an electrician in Vlašim in the early 1960s; he quit about 18 months later and joined Spolana in Neratovice. He enlisted for his military service in Bratislava-Petržalka in 1968. Six months later, he decided to escape from constant hazing and humiliation and cross the border to Austria. While attempting to escape, he was caught and sentenced to 14 months for desertion abroad (Section 283, Penal Code). He served a portion of his sentence in Ilava, Slovakia and the rest in Plzeň-Bory. Released, he held various odd jobs. He signed the Declaration of Charter 77 in 1977 and disseminated related documents.
